I have one of those Sony Cybershot Elph SD450s. If you have one in the house - when you switch it to manual mode, there is a color pick tool that will do this effect, change the photo processing for vivid colors, do the black and white, and probably in sepia too.
It's fun! You can do it on photoshop apparently, but I tried for 20 minutes, couldn't get it to work, and gave up. :)
